Startup, Index, Baring, Grotto, Skykomish. The stretch of US-2 where people have mostly stopped expecting a contractor to show up. Our family is from this valley; we come up it anyway.
Dispatched from our own shop at 387 Butler Ave, Monroe — not from a call center two counties over. Startup is about 11 miles from the shop, Index about 21, Baring about 26, and Skykomish about 33 — all of it straight up US-2.
These are small places — Startup around 850 people, Index 155, Baring 255, Skykomish 161 — and that is exactly why nobody markets to them. It is also why we are not going to write five near-identical pages pretending otherwise. Here is what actually makes the upper valley different from the rest of our service area.
Startup sits at 148 ft. Index is 541, Baring 774, Skykomish 925. That is a real temperature and snow-load difference from Monroe at 72 ft, and it matters for equipment selection. Washington's energy code puts the whole corridor in Marine Zone 4C, and modern heat pumps are required to run the compressor as first-stage heat down to 17°F — but the honest engineering question up here is what happens on the handful of nights below that, and how the backup heat is configured. Sized and set up properly, a heat pump works fine at Skykomish's elevation. Sized off a Monroe assumption, it leans on resistance backup far more than it should.
Skykomish and Baring went nearly a week without power in a recent winter storm. That is not a footnote up here — it is the design constraint. It changes the conversation about all-electric heat, about generator interlocks, and about whether keeping a working wood stove is sentimental or sensible. (It is usually sensible.)
Startup and Baring are unincorporated; Index and Skykomish are incorporated towns. And the county line runs through the middle of the corridor — Baring and Skykomish are in King County, while Startup and Index are in Snohomish. Permits therefore go through Snohomish County PDS, King County, or the town itself, depending on which side of an invisible line your house is on. We work it out; you should not have to.
Marine 4C under the Washington State Energy Code — mild wet winters, a short cooling season, and the conditions cold-climate heat pumps are happiest in.

the Upper Sky Valley is on Snohomish County PUD, Puget Sound Energy, and that decides it. This stretch is split between the two, so check your bill first. PSE's programs are available through us — we are a Trade Ally, which is what their certified-installer requirement means as of 2 April 2026. Snohomish County PUD's heat pump rebates need the contractor to install AND file the application, which takes a rebate registration we do not hold — being listed in their contractor directory, which we are, is a different thing.
